2009 OFFERING OF LETTERS
TO REDUCE GLOBAL POVERTY
September 12-13, 2009,
after all Masses
In this year’s Offering of Letters we will urge our Members of Congress to take steps to change the U.S. foreign assistance so that it will be more effective and appropriate to the global challenges we face today. Rampant disease, lack of education, and poverty hinder economic growth and crush the hopes for a better life for nearly half the world’s population.
While there are foreign aid programs that are effective and have a positive impact in reducing hunger and poverty, the overall current system for managing U.S. global development is outdated and cumbersome. There are too many agencies running too many programs, and no overall strategy. These programs are governed by a Foreign Assistance Act that was written 47 years ago (1961) and has not been reauthorized in more than 20 years.
Now is the time for us to do better. A more efficient foreign assistance system with better coordination, better accountability and better clarity means that more lives can be saved; fewer children will die of hunger; parents will be able to provide better for their families; and there will be less waste.
